In the Service Management Setup you can specify when warnings should be send to an email address based on the Response Date. Is this functionality reliant on Application Server?

I'm assuming you are on 5.0 version. You can use NAS and schedule to run the object. Or you can do it manually and run it daily at the end of the day.

Find the report in Object designer. Add it to main menu and run it.
I can't remember the report ID Number.

You can access it from Service, Order Processing, Periodic Activity, and View E-mail Queue.
