Whenever the user opens up navision he get's the following error message
unknown language was selected '16393'.
16393 is English (India) so I would say the issue is the local region settings on that computer. Try setting to English (US) and see if it fixes the issue. If so then my quick guess is that you have a problem with the local windows install.
Also referred to this post which mentioned about changing the code which the user was unable to find in the first place on his system in the regional settings window.

We are in UAE, Dubai. The client has English (US) as the setting.
Confirm the format and system locale on the user’s machine from Regional and Language Options. You can do that by going to Control Panel> Regional and Language Options> Formats tab> "Current Format" and also Administrative Tab> "Language for non-Unicode programs"
The above have to be set to English (United States) if they are using the W1 version of Dynamics NAV.
