Navision File Issue

For some reason or another we have a License file that seems to have just flat out reverted back to an older file version. No we have no access to some of the tables and modifications that we used to.
Here is the problem however. When trying to change or upload the current License it for some reason it doesn't keep. We know the File is good. But we cannot import or change to any other license.
Any thoughts would be appreciated.

Are you SA when attempting to replace the file?There are no bugs - only undocumented features.0

And are you using UPLOAD button and not IMPORT button? I just want to be sure...0

The difference:
IMPORT: puts the license file in the program files folder of the client or the server.
UPLOAD: is used for SQL Server to upload the license into the Master DB of into the NAV DB itself
On SQL Server, you need to use UPLOAD, because IMPORT does not work the way you'd expect. I still don't know why they don't just disable that option for SQL Server.0 -
Looks as though we had an end user upload an older file.
Is there anyway the nav can track the Who/What/When on a license file?
