Navision developer's tookit - license problem

Hi, I am pretty new to this wonderful toolkit.
So i just read the manul, create a new database and imported the devtool.fob. And then I created a new company.
Well, everything looks ok until I start to open that database in toolkit. It always complained with a message like:
You do not have the permission to work with Navision developer's toolkit.
But actually I have checked the license file within my developer's toolkit's directory, it says "99003620 - Developers Toolkit - Source analyzer".
I don't know what's wrong? can anyone help me? :oops:
