UPDATE (Form)
Use this function to save the current record and then update the controls in the form. If you set the SaveRecord parameter to FALSE, this function will not save the record before the system updates the form.

ACTIVATE (Form)
Use this function to make a form or control active. This function applies to command buttons, menu buttons, check boxes, option buttons, text boxes, picture boxes, indicators, subform controls, and forms.

They are quite different. In what situation are you doubting which function to use?
