You could take a look to the highest version code list of all the objects. If you'll find a object with the version 3.70.00.13, you know that hotfix 13 is implemented.
BUT! This is not a solid piece of information. It could be that only hotfix 13 is implemented and 1..12 isn't. It could be that hotfix 13 is only partial implemented.
Best way to find out is to create a database with the latest hotfixes and do a text compare. (use something like beyond compare)
