Displaying textbox borders in reports

I want to draw and display borders of textbox and labels in my applications reports. They are really necessary because these reports must have legal templates and they must contain this border shapes. But when I set Border property of controls it changes nothing. :roll:

Can't you just put a rectangular shape arround the labels and textboxes? (have a look in the toolbox).
