Purchasing to a Project/Job

I am from an SAP background and am looking for functionality similar to creating an AFE (authorization for expenditure).

I want to create a project/job and assign a budget. Anyone can buy to this project/job as long as there is budget available. No authorization/approval is required. Once the budget is expended no one can buy to this job/project unless the budget is increased.

Is this possble in NAV? How?

I don't believe that there is any standard functionality for that even in the latest version. You would have to have a customisation done to handle this I am afraid
