Manually change VAT %

Hi,
I would like to be able to change the VAT % field manually. The reason being the Federal Tax in Canada changed in January. When we issue a Credit for an Invoice issued last year, the VAT % on the stats page is wrong (it shows 5% instead of 6%). The Amount Incl. VAT on our statistics page is not editable. Changing the VAT % on the Sales Invoice Line has had no effect, even after Releasing the Document. And updating (via <F2>) (I've adjusted the properties on the table and forms to allow manual changes to VAT % field).
I've tried tracking using debug to find where the stats page picks up the VAT % from, and I think it picks it up from the Sales Tax Setup, not the Sales Lines. Can anyone tell me if I'm correct? And can I write a Processing only report to change the values ont he Sales Line to get the behaviour I need?
