As I read I have to create database for Developers Toolkit by NAV 4.0 SP3. Is it possible to create it by SP1 instead? Which version of NDT shoud I use to do it?

Doesn't matter that much, because the database is used by another application, so no default functionality is used. But I don't know what has been changed on C/FRONT level (which is used by NDT).
It's always advised to go for the latest version - or the version they recommend you to use off course.
