Usage in ECC numbers in India Localisation

Hi,
A company has multiple production locations. But only two locations are excisable. While shipping and transferring from a non-ex. location to another non-ex. location, the system asks for ECC number. DB is 4.0 SP3 HF5.
Can any one suggest a solution?
