Output Journal Setup Time not added to Total Time NAV 5.0

I am having a problem with the NAV 5.0 Output Journal. Although I enter both setup time and run time for operations, it only uses the run time to get the invoiced quantity and therefore extend the total cost of the operation on the work order. So my extended capacity(labor costs) are incorrect. Has anyone else run into this?

in 3.70B there is a flag in the manufacturing setting...
"Cost Incl. Setup"
description in the help:
"Here you can define whether or not the setup times are to be included in the cost calculation of the Standard Cost field.
Place a checkmark in this field if you want the program to automatically include the setup times in the cost. "
maybe you can check if it is there in NAV 5.0 too,
if yes just play around with it?
