4.0 upgrade problem

We have a client we are upgrading from 3.10 -> 4.0 -> 5.0. I am on the step where I have to run form 104002 (going to version 4.0). when that process gets to the To-do table, I get an error message that says:

This message is for C/AL programmers.

Could not invoke the member GenerateKey. The OLE control or
Automation server returned an unknown
error code.

Does anyone know what is causing this? I looked in the To-do table and didn't find a call to GenerateKey. I'm stuck and need help.
