Do we need any License for EP??

    Yes, you need to have "Employee Portal User" granule (ID:2410..2440).

    I do not have the granule in my developer's License.how can I get that?
    Do I need to send a request to MS??
    Also, will MS charge for it.
    My company is MS Partner.

    As Partner you have it in your license. You do not need the granule itslef. It is just question, when your license were last updated.
