I have used this before and there was one thing to be aware of for international roll outs, within the function you need to strip out the text values of Commas and Periods, and rebuild as decimal, it is the local format that can cause problems, if you are in Sweden it's 1,0002 and Uk 1.00002, the format in the xml text is 1.00002, so it causes problems in Sweden.
Just thought I would make you aware of this!
B.T.W. they also have a 90 day file as well, that is the one we use for one of our Customers to check that no one has changed any FX rates over the last 90 days.
We convert between all currencies like USD Base < EUR Bank > GBP FX
I guess ECB xml could be used to convert it in terms of USD.

-It is a EC-site, so I don't think there is something based in terms of USD. I didn't think of it you needed based on USD. How it can happen we are so used to something, that it makes us forget that others have a different way.
PS: I just checked your link and I found an entry in "News and Commentary" that for you Americans is getting a habit but for us Europeans sounds really strange: Dollar Hits New Low Against the Euro
I never saw this in a journal in Europe! This topic in Europe would have been translated as "Euro hits New High Against the USD".
Another prove that everything depends on the point of view!

Well I found another web service that does what I was looking for. And I wrote a modification for the web service.

I compared US dollars to EUR in Yahoo and
Yahoo was 1.4165
and EUR bank was 1.4288
