Developers Toolkit Problem - Database Won't Open

I've decided to start using the toolkit, but I can't get the thing working.
The version is 2.00 SP 3.
I have run the setup file and it installs file.
I went into my 5.0 client, didn't open a database or anything.
Created a new 1GB database.
Tried importing just the DevKit.fob file as well as restoring DevKit.fbk
Closed the client.
When I run the toolkit and go to file --> database --> open I get three messages.
1) Database Error: 1048.
2) You have not selected a database
3) Database Error: 1046.
I have looked for other posts but didn't find anything that helped. Tried to reinstall the toolkit but no luck. Have read section 2.1 of the manual on creating the database and unless I missed something small have followed it exactly. Anybody have some advice?

For some unknown reason creating the database with a 4.0 client works just fine. Why a 5.0 toolkit (at least I figure it 5.0 since the icon and splash screen are different) doesn't work with a 5.0 database I do not know.
Thanks for the help.0
