Commerce Gateway os not a web product, it's the NAV document exchange system that works through Biztalk. There's a document called w1w1ecomm.pdf or something like that on the product CD that explains it.
Employee Portal is the NAV Sharepoint interface, and is severely limited. There are only certain types of webparts, and no instructions on how to create additional ones.

My requirement is that some of the NAV users can access NAV from web.For this I think I should go for Employee portal.Kindly guide me.Also it is given in the 4.O CD that commerce portal has to be taken from 3.7 Setup.So,what problem will come in that.
Also tell me whether I am going right or not?

Employee Portal is the NAV Sharepoint interface, which is not a fully webenabled NAV client, but just a few simple types of things you can display on Sharepoint. The easiest way to get an idea of what Employee Portal is, is to get in touch with your partner and have them give you a demo.
Commerce Portal has not been on the product CD for a long time now, I would not even consider using it. There are much better alternatives on the market that are supported on the current NAV version.
