Quantity between Header and Item Tracking Line

hi there,

i m using Navision 4.0 SP3, and found an inconsistency quantity between Header and Item Tracking Line
Navision can post the transaction while there is a quantity difference between Item tracking line and :
Warehouse Receipt ;
Warehouse Shipment ;
Credit Memo ; and
Invoice,
as long as the quantity in Item tracking line is bigger than in the Header

is this a bug ?
