Workflow Notification for item being invoiced

Hello all!

Is there a way to setup Workflow to notify you or a vendor when a particular item has been invoiced? We have consignment inventory that whenever sold, we would like to automatically notify the vendor. This inventory is housed in a seperate location in Navision. From what i've seen workflow pretty much just works off changes made. I'm monitoring all fields in the change log, however, nothing is getting picked up. Anyone have any thoughts on how to get this accomplished? ](*,)

chaange log tracks changes the user makes.

You'll need a modification to send out the notification to the vendor.
