Don't want to show Popup Menu

Hi everybody,
I don't want to show the Popup Menu (which appears when user right clkick on any Modules which contains options Move Up, Move Down, Hide, Show) to one specific user

Is it possible ?

The navigation pane does not allow to exclude these options ... .

But what about not allow this user to have modify and insert rights to table "2000000061 - User Menu Level"? In this case he connot save the changes...
