We have currently rolled out NAV SP3 to one of our client, but the database version that they're currently using is still SP2. Is it necessarry to upgrade too the database objects to SP3?

Executable only upgrades are quite common. Many companies do this to take advantage of technology updates, improved application logic (of the non-C/AL variety), etcetera. As long as you keep track of your object version and your application version, you should be fine with just the exe upgrade.
Make sure you get in touch with your solution center before moving to new executables though, because sometimes new C/AL keywords are introduced, and this could get you in trouble. I remember when they introduced the Variant data type, I had to rename many variables in a customer database, because they had a lot of customizations around Item Variants.

So now you access www.mibuso.com with IE 8. It doesn't sound that bad?
The www.mibuso.com is still running on the same code base in php.
