Chnage Log - need help with interpreting one entry

I am trying to figure out what a few users have done in the system, but get conflicting answers of what were the exact actions. By looking at the lines below, can someone tell me what exactly occurred. To me it looks like the user modified their profile so that they can post to a specific range of accounts, however the user says that they did this so that they can post to a specific period. The numbers though do not seem like dates.

just looking at the info, the User Setup Allow Posting From and To fields are for periods, this has nothing to do with posting to accounts, only time frames

it is dates if you go into excel and format a cell for date and enter the number without the zeros here is what you get

7/1/99 36342
3/1/07 39142
3/30/07 39171
6/1/07 39234
5/30/07 39232

so on 3/12 they changed the allow posting from date (from 7/1/99 to 3/1/07

and also on 3/12 they changed the allow posting to date (from 7/1/99 to 3/31/07
