I thought there was another way through partnersource to submit a bug, because this is not a support request for any of our customers but a bug that i came accross.
That is not relevant, you can still report it through the same system, as it will be seen as a bug it will not count against you and you will not be charged.

Looks like an overight whilst implementing the 5.0 Service functionality.
You should be able to report the bug on PartnerSource by submitting a new Support Request.
