Notifications Setup Error

Receiving the following error when attempting to check "Send Notifications" in "Notifications Setup"
"You have to install Microsoft Dynamcics NAV Business Notifications to be able to send notifications"
Notifications is installed, the BN client is running, a schema is completed and started, the user has subscribed.
Has anyone seen this error?
