Typically, you would record the functional requirements (the user needs to be able to do step 1, step 2, etcetera). Then you would look at the functionality that is already available, and analyze where this does not meet the requirement, and if it doesn't, how you are going to address this gap in functionality, which is what is called the design.
To come up with a good design, first you will need to have a clear definition of the requirement.
