How to transfer Excise Bal. from PLA to RG23AII (India Loc)

hi all,

i want to transfer excise balance from PLA a/c to RG23AII.
when i am passing voucher it is showing message
"Amount can not be withdrawn from PLA A/c"

Please suggest.how it can be done?
