Web Based means that it was written for the web. Programs like i-Tunes for instance, which are developed specifically to be used through the internet, are web based applications.
Web enabled means that with effort you can develop something so that you can access it on the web. NAV can be accessed (with severe limitations) through Sharepoint technologies, which you can publish on the internet (even though it was originally developed as an inTRAnet application), and thereby make enable users to access NAV business logic through the internet, hence the word 'web enabled'.
To take the original reply one step further you can even go so far as saying web based really only means applications that are built entirely for the web and do not have any non-web client at all. All other applications would be considered "web enabled" as they have some functionality that is web based but other that isn't.
You should be able to find everything you need just by doing a google search for web based vs. web enabled.
One common understanding that if its web-based it is designed for the http or https & it works through any internet browser eg IE whereas in web-enabled you need another application or to download an application & only works after installing that
