New Menu in 5.0 not visible

Hello,
I created a new menu in the navigation pane assigned it to all users and stored it to the menu suite 90. In design mode it is visible but not in normal mode.
What´s wrong with it?

You have to insert at least one item which calls an object to make the menu visible.
