Citrix 4.5 Hotfix NAV 4 won't open

Citrix Presentation server 4.5 running on Windows 2003 Sp2. After installing the hotfix rollup patch for Presentation Server 4.5 Nav 4 would not open via a Citrix session or Remote Desktop session. It would open on the console. There were no error messages or event log entries. All of the other applications on the server executed properly. I removed the hotfix rollup and Nav worked again. Here is the patch that I installed on the servers.

We had the problem today also and found a the solution in the forums of Citrix.
