We give our customers discount on labour as well as items, can I automatically assign a discount when a resource is selected as we do when items are selected on a service order.

There is no easy way to do it without any development, but you can prove this:

In Resources there is a place where you can make price matrix with resources/groups, work types and jobs. Using all theese fields at sales order you can get a customized price for some customers.

Sample001.jpg shows the setup for some resources, jobs and work types.
Sample002.jog shows fields from Order sales line that, once validated, calculates the correct unit price value (not a discount).
