Building your own web interface into NAV will cost more than the hardware for remote access. There is no standard way to do this. There are 3rd party products, but for those you will also have to set up hardware to accommodate the website.
Decent VPN's need not be expensive these days. If you are affording the original license and yearly maintenance fees, you can certainly spend an extra <$500 on a VPN. Linksys makes some equipment in this SOHO space, and SonicWall might also have something at that price point.
