Do Employee Portal Users count for Multi-Site Agreement?

Does somebody know if Employee Portal Users (web users) count for points to get an approval for a Multi-Site Agreement
Each foundation layer and user count for one point so I wondered if Employee Portal Users also count as one point, as you need a minimum of 76 points this is pretty important to know for us.
