New MenuSuite Item can't be moved up

I have next problem with inserting new items into MenuSuite. Prodcedure is here:
- start Navigation Pane Designer
- go to menu Financial Management - Receivables - Credit Memos
- push Insert and add new item for Form 50000
- move new item up between Form "Credit Memos" and Report "Combined Shipments"
- go to menu Financial Management - Receivables - Credit Memos
- push Insert and add new item for Form 50001
- move new item up between Form "Form 50000" and Report "Combined Shipments"
Both new item are on their right places.
- Ctrl-S
- Close Navigation Pane Designer
- Close and open database
Now I can see one or both new item down below group Setup.
Can you help me with this procedure, please?

I tested it with client verisons 22611 and 23338

first u insert the menu item and give cntrl+shift+uparrow for that menu item to save in what ever location u want.

If fin.exe adn finsql.exe are behaving differently and its reproducible then sure its a bug.David Singleton0 -

Had the same problem.
Looks like the problem is linked to the menusuite OBJECT.
In this case payment managment (menu no. 51).
The fix from MBS, will only fix making the error in the object, NOT
fix the error if it's allready in the object.
The problem also seems to be there if you change a menu suite object with a higher number than 51.
Is there a tool to identify the corrupted menu items ?
