Service Pack (SP) it is a bunch of many hotfixes in a form of new complete application. As SPs are complete applications there is no need to install SP1 prior to installing SP2 when you start with no SP version
Installing hotfix is quite simple - you just import a few new objects, as long as you don't have any customizations in those objects.
Installing SP is usually much more complicated and requires merging objects and sometimes some data cleaning and transforming. If you don't have *any* customizations it might be simpler - just importing new objects. And testing, testing, testing.
