ILE - Completely Invoiced field not updated (3.60 SQL)

Currently, I have a case where some posted transactions in the item ledger entry are not updated for the field "Completely Invoiced". This happens in Navision 3.60 SQL version.

For an example, I have created a transfer order with Item A, Transfer quantity = 10 pcs. After that, I post transfer shipment for 10 pcs. The item ledger entry shows that the invoiced quantity for this shipment line is 10 pcs. But, this transaction line is not marked for "Completely Invoiced".

I have tested in the Standard Navision Database. The completely invoiced field is updated correctly with the above scenario. But, when I tested with my customer database. It does not trigger in certain time.

Appreciated that anyone can help me to identify the reason for this incident.
