Transit Document Issue to Vendor in Advance

We want to issue Transit Document in advance (1 or more then 1 forms) to Vendor for purchase from interstate. As there is a provision of Issue the Transit Document at the time of Puchase Order Generation, but we want it in advance (without generating PO) & also more than 1 form. Please guide me how to implement this in NAV 4.0 sp3.
