Scrapping pre-production

A question. On occasion, we have to "scrap" materials prior to running production. I say scrap in ""'s because we can't actually scrap them - we just have to remove them from the production floor into a non-pickable bin, and replace them with good materials.
How can we do this in Navision? How can we...
1. Remove the damaged/bad materials to a non-pickable bin, and
2. Request a new pick for the quantity needed (could be a different lot)
We can move goods out of WIP and into our QC Hold bin (non-pickable), but it doesn't seem to phase our production order - it doesn't recognize the fact that there are fewer in the WIP area, and therefore, we can't issue a new pick from the production order for the needed replacements.
Any ideas?

I'll try to expound.
When we pull materials into WIP, we have to perform a QC check on them prior to assembly. The materials are not ours, however, so they are not ours to write-off. If we find damaged/defective materials, we have to be able to remove them from production, bring in more (possibly from another lot), and continue. The damanged/defective goods go into a QC Scrap holding bin until we receive disposition from the supplier to tell us what to do with them.
We have considered doing movements - but this has no effect on the Item ledger, so we can't generate a new pick after the movement. I've also tried a physical inventory journal, but this has the side-effect of requiring that I cancel the reservations and item tracking entries, which means that I have to repick the entire thing - which simply is not feasible.
I think I'd like to use the Item Reclassification journal, but I can't because of Directed Pick and Putaway (see this post.0 -
Why dont you use a transfer order to send the material from production location to return location. I think Location transfer will serve your purpose. However within same location and in different Bin ILE will not be created for which you should touch the code. I have achieved this functionality by doing so.Mukesh Sharma0

We've been looking at the Life Science solution suggested earlier. I think it should suit our needs here, as well as many other places where we've had to make custom mods.0
