SQL Server Client Access License (CAL)

I think there is quite a lot confusion arround this theme. At least I think it is quite complicated to buy the best (legally and monetary) sql license.

What is your approach to select the best sql license for different scenarios, let's say:

SQL Server for Navision only SQL Server for Navision and other apps

Additional topics:

What about users connecting to navision-db with ODBC? How to count users connecting via NAS (external users using for example a webservice)? How to count users connecting through Business Anlalytics Advanced?
