Web users and BRL

hi there.

i searched the forum but i didn't find anything about this subject:
web users and brl
as far as i can see, you can buy web users only if you have advanced management license. is that true?
also, have any experience with this functionality?

what are the do's and don't's in implementing web user.
i'm thinking about using this in an environment in which a lot of people do similar stuff.
