Is there a way to record additional cost of sale on ILE.

Hello All,
Version in question is 3.60 SP3
There is a field in ItemLedgerEntryTable (and Value Entry) named
Cost Amount (Non-Invt.) Field.
Help defines it as:
This field contains the non-inventoriable cost, that is an item charge assigned to an outbound entry.
And I did read in some documentation that you can post addotional cost on outbound entry with an Item Charge.
Still, when I post Charge from Sales Order with cost 100USD and Price 200USD only price appears on Value Entry and both Cost Amount (Non-Invt.) and Cost Amount (fact.) fields are zero.
Any ideas how to record a cost?
