Upgrade toolkit Remove ID tool 4.0 SP2 and SP3

I am using the remove id tool to strip out the object ids for a 2.6 version upgrade to 4.0 sp3. The tool begins to process the text file, but always hangs and never finishes. This is an executable distributed with the toolkit so there is no way for me to tell what's wrong. Does anyone know of a known issue with this part of the tool kit?
