You can purchase it from MSFT. They are quite expensive, and I doubt that people will send one to you for free (which would be a copyright infringement).

I'm not sure what you mean by syllabus, but here is the Preparation Guide

Training materials should be ordered from Microsoft, also if you search the Internet you should get some links to download old versions (3.xx) training materials.
