I would guess that if you have one of those offers where you get a second attempt for free, then they might refund the free one, and give you back the nothing that you paid for it

Fee refund from who? The testing centers? Not very likely...

In the US, you can retake the test for free if you failed it the first time, but you don't get a refund if you pass it on the first try.
