Budget Check

Hi All.
I am new with Dynamics AX and I need guidance from experts like you.
We have a requirement where ledger budget is checked against actual balance and prevent posting if transaction posted for a specific account will exceed the budget set for a specified period.
In the General Ledger Parameter under Budget tab, there is a Validate Budgets checkbox (i cannot make it work). Will this address the above requirement? If no, can anyone suggest how to go about it?
