Not sure what you are trying to do here.
If your trying to add a language layer you can do so by opening the object designer, tools, language module and import the language layer you want. Mind you you will have to buy the licence for said language, and it only works for standard objects.0 -

I need to create new fin.stx to be able to select a new language in Tools -> Language0 -
You cannot change .stx file. It is protected by CRC or something like that. The file must be sealed by Microsoft. If you want to add new language into client, you just need to copy correct language folder into client folder (folder like ENU,ENG,CSY,DEU etc...) and you need correct granule for the language in your license.0

I have to create this folder ( Brazil PTB), because we are responsible for the localization and the translation.0 -
Och, in this case I assumed that Microsoft gives you the documentation about that (how to create new layer). Because it cannot be done by partners without Microsoft (sealing .stx file) I dont have this knowhow. Try to ask Microsoft, they must support you in this.
I have just few remarks for you:
-Do not localize the variables
-Do not localize texts used when exporting objects into text file (Version List, Modified, Yes, No etc.)
-Do not localize the texts used and stored in db_property on MS SQL server (session view field names)
Of course, there can be exceptions...0 -

If you are responsible for making the localization why in the world are you asking a 'how to' in this forum and not your employer?0 -

Thank's for your attention.
But I requested the microsoft Support but I requested the support of the Microsoft more than the 1 month, but they knew me to answer as I make the translation0 -
Ok, than you need to contact another patner who did such a translation. Are you contacting people in Microsoft in your region or directly in Dynamics NAV group?0

Hello,

I'm a gold Partner.
In Brazil the Microsoft is not responsible for the Localization and Translation.0 -
For example for Czech republic the localization is done by GDL company. They must know, how to do that... :-)0

I try to contact GDL Company0 -
 Sorry, I found that I am such a moron... I was thinking that GDL is some company  . But today I found that:...Global Development Localization team (GDL)...
It means, it is not company but Microsoft product group team. They must know how to do that. You need to go through all the levels and try to contact directly them or someone around.0
