Navision 4.0 License configuration (web users)

Hello everyone,

I need some explanation about different types of users. Completely clear is that "full access concurent users" is best solution for everyone but the price on large number of users is big limitation.
What are advantages and disadvantages when you choose a number of "web users - partial access named" ?
In other hand, what are differences between "web users..." and "employee portal users...", and do we have to choose both of them when we sell "Employee Portal" ?
