To block access to object desgn and nav pane desgn

Dear frens,

Here is the problem..I have created roles and permissions to create purchase orders and receive them. And also for transfer shipments and transfer receipts. Now I need to block the access to the object designer and navigation pane designer from tools menu. Could any one help me out regarding the issue?

Open the Roles--> Permission

in Object type column there is 'System'.

All permission regarding this are performed through that column
