Navision 3.60 Cache limit 600 MB

I have a problem with Cache limit of 600.000 on a Navision server v3.60, in servers manual it sayes that cache can be set to 1GB, but i can not start the server if cache is set to more than 600MB.
Do any one have a solution on this issue?

Why do you need that many memory?
Does the server have memory available?
Are there test services running on the same server?
