2 - no not out-of-the-box compatible, that is not a very precise statement. Again that doesn't really mean anything. I am sure there are ways to enable communication between NAV and these programs, using the tools that you mention, and that would involve custom development.
3 - I would start by browsing the msdn website, see if you can find anything there. Then I'd browse the public Microsoft newsgroups, and of course good old Google.

I had not noticed.
1.) Commerce Server 2007 is based on .NET 2.0. So if you develop anything (components, ASP.NET web sites or other windows form based applications) you can use Commerce Server Objects in your apps.
2.) MS Dynamics NAV will never support Commerce Server 2007 "out of the box"
Commerce Portal has been officially removed from licensing. After Dec 2006 there is no support or anything else any more for Commerce Portal
Commerce Server is not a real application server like Exchange or SQL Server, it is more a framework of components and tools which you can use in your own applications.
You may find some documentation for Commerce Server 2007, but believe me (i am working since 1999 with Commerce Server and the previous version) this is nothing you will do in one month, even in one year.
You will have to develop the complete application, get trained and get the knowledge of how Commerce Server is working.
