NODBC - Import License File Failed

I am trying to create a DSN for a new user using the SP2 NODBC driver. Everything is fine until I try to import our company's Navision license file (.flf). It did not let me import. When I click on the 'Import License' button in the NODBC Setup window, it says 'Import License File Failed'. And I cannot get the ODBC set up!

But the same license file was imported just fine with other users. THe only think I can think of is that that PC has the OS Windows 2000 Professional. Could it be the reason? Does NODBC SP2 work with Windows 2000?
